I have the honour to acknowledge the receipt of your telegram of the 7th instant, relating to the Russian and Japanese Declarations of Contraband of War, to inform you that it has been duly published in the Government Gazette, and supplied to the Chamber of Commerce and the local Superintendent of the Peninsular and Oriental Steam Navigation Company.

I shall be glad to be furnished in due course with a correct version of the telegram, as some error appears to have crept into the French portion. I attach a copy herewith.
